Skills Development Facilitation Practitioner – SP-220321 (5 days)
Give your organisation a qualified skills development facilitator who plans, runs and reports on workplace learning – and submits a Workplace Skills Plan that meets your SETA's rules – with a QCTO certificate at NQF Level 5.
Every levy-paying employer needs someone who can turn business needs into a training plan, submit it to the SETA on time and claim the mandatory grant. This QCTO-accredited skills development facilitator (SDF) course – the Occupational Skills Programme: Skills Development Facilitation Practitioner (SP-220321, NQF Level 5, 40 credits) – trains that person to plan for, conduct and administer skills development in your organisation.
The programme is built from four modules of the Occupational Certificate: Training and Development Practitioner. Learners study the law and the institutions behind skills development – SAQA, the NQF, the QCTO, the SETAs, the levy and its grants – and then do the work itself: an analysis of learning and development needs, a skills development plan agreed with stakeholders, provider selection, monitoring and the reporting a SETA expects.
It is practical by design. After the five contact days each learner completes the workplace module, compiling a Workplace Skills Plan for their own organisation or a host employer that meets the compliance criteria of the chosen SETA. The programme ends in a Final Integrated Supervised Assessment (FISA), set, run and moderated by BOTI under QCTO rules.

The contact days run at your offices anywhere in South Africa, at BOTI's venue in Sunningdale, Johannesburg, or live online, for one learner or a group of up to about 20. Frequently asked questions
Is this skills development facilitator course accredited?
Yes. It is a QCTO occupational skills programme (SP-220321, NQF Level 5, 40 credits), and BOTI is accredited by the QCTO to deliver it (07-QCTO/SDP091026125545, valid to 30 September 2031). The QCTO issues the certificate to learners who pass the final assessment. The last date for enrolment is 2 March 2028.
Who can enrol?
Learners need an NQF Level 4 qualification with Communication, or access through recognition of prior learning, and an organisation for which they can compile a Workplace Skills Plan during the workplace module.
How is it assessed?
Each module ends with a formal assessment set by BOTI. Learners who pass them all take the Final Integrated Supervised Assessment: a practical task covering the programme's outcome, with questions on the underlying knowledge. It is supervised, and an online assessment is recorded.
Does it count towards a full qualification?
Yes. The modules come from the Training and Development Practitioner occupational certificate, which carries 190 credits at NQF Level 5, so the 40 credits can count towards it under the QCTO's credit accumulation and transfer rules.
Can our organisation fund it through the SETA?
Accredited training can be included in your Workplace Skills Plan and reported in your Annual Training Report, and it may qualify for discretionary grants when your SETA opens a funding window. BOTI can advise on the documents your SETA asks for.
