Accreditation
BOTI (Business Optimization Training Institute) is a QCTO-accredited Skills Development Provider and a Level 1 B-BBEE contributor. Not every course is accredited, so it helps to know which route you need before you book:
- QCTO occupational certificates and skills programmes: QCTO occupational certificates end in an External Integrated Summative Assessment (EISA). QCTO skills programmes end in a Final Integrated Supervised Assessment (FISA) run by BOTI. In both cases the QCTO issues the certificate. Each programme has its own last date for enrolment, shown on its course page.
- Legacy SETA qualifications: some older unit-standard qualifications are still open to new learners under BOTI’s Services SETA accreditation (12582). The final Directive on pre-2009 qualifications was gazetted on 17 June 2026[1]. Enrolment and completion dates differ for each qualification, and SAQA publishes the list of extended qualifications[2].
- Professional skills programmes: most short corporate courses are practical, non-accredited programmes aimed at immediate capability. Delegates receive a BOTI certificate of attendance.

Funding: skills development budget and B-BBEE
Corporate training is staff development, so the spend can sit inside your skills development planning. As general guidance only:
- The Skills Development Levy (SDL) is 1% of the leviable amount (total remuneration). Employers whose leviable amount over the next 12 months will not exceed R500,000 are exempt[3].
- Levy-paying employers can claim back a mandatory grant of 20% of the levies paid. To qualify, you submit a Workplace Skills Plan (WSP) and Annual Training Report (ATR) by 30 April and keep your levy payments up to date. Unclaimed mandatory grant money moves to discretionary funding by 15 August[4].
- Under the amended generic Codes, the B-BBEE skills development target is 6% of the leviable amount. This is made up of 3.5% on learning programmes for black people and 2.5% on bursaries for black students at higher education institutions, plus 0.3% for black employees with disabilities[5]. Sector codes may differ, so planned, documented team training should be checked against your own code.
- Your sector SETA may also run discretionary grants for priority skills, which are worth checking as you plan.
Skills development also supports tender readiness, which matters for the many Pretoria firms bidding into government. Public procurement still runs under the PFMA, the MFMA, the Preferential Procurement Policy Framework Act (PPPFA) and the Preferential Procurement Regulations, 2022. Under the 2022 Regulations, organs of state score “specific goals” they set, such as historically disadvantaged ownership or RDP objectives, rather than a generic B-BBEE level.
The Public Procurement Act 28 of 2024 never came into force. On 17 September 2026 the Constitutional Court declared the whole Act invalid[6], so Parliament may pass a new procurement law.
