A workplace-based practitioner is the person in a business who plans, coordinates and supports structured work-based training: mentoring learners, organising on-the-job learning and gathering the evidence that shows a learner is competent. In South Africa the accredited route into this role is the QCTO skills programme SP-220322, which BOTI offers as a QCTO-accredited Skills Development Provider. You can compare it with BOTI’s other QCTO skills programmes.
This page covers the questions people ask before they enrol: what the role involves, how the skills programme is assessed, entry requirements, duration, delivery and how fees work. It is written for employers who want in-house capacity to run workplace learning, and for individuals who want a recognised practitioner credential.
“Practitioner” simply means someone who practises a defined professional role. Search results mix several very different practitioner careers, so here is a clarification. Some people arrive looking for an environmental assessment practitioner (often shortened to “EAP”). This is a specialist who conducts environmental impact assessments under South Africa’s environmental legislation and registers with a professional environmental body. It is a separate profession with its own registration, and it is not what this page or SP-220322 covers.
Others are looking for an assessment practitioner, also called an assessor. An assessor judges whether a learner is competent against set standards. BOTI offers that role as a separate QCTO skills programme, the Occupational Skills Programme: Assessment Practitioner (Assessor) – SP-220320.
This page is about the workplace-based practitioner in education, training and development (ETD). This is the person who manages workplace learning so that learnerships, internships and occupational programmes run to standard. If you want to plan, mentor and support learning on the job, read on.
A workplace-based practitioner is the bridge between a learner and a real job. Every QCTO occupational qualification has three learning components: knowledge, practical skills and work experience. The practitioner makes the work-experience component happen properly. Day to day the role involves:
For an employer hosting learnerships or other work-based training, this role keeps the workplace component organised, documented and ready for quality assurance.
The skills programme suits the people and organisations that bring learning into the workplace:
For an individual the guidance is simple. A short workshop is enough if you only want a few coaching tips. If you want to build a career in workplace learning, the accredited QCTO route is the stronger choice.
BOTI delivers this as the QCTO skills programme Work Based Learning and Development Practitioner (Workplace-Based Practitioner), SP-220322, and BOTI is a QCTO-accredited Skills Development Provider.
The QCTO, the Quality Council for Trades and Occupations, quality-assures the occupational system. It accredits providers, oversees assessment and issues certificates. In this system a skills programme is not a full qualification. It is a shorter, occupationally based learning programme, usually between 8 and 60 credits. The QCTO records it on its database, and it can contribute credits towards a qualification or part-qualification.
SP-220322 ends in a Final Integrated Supervised Assessment (FISA), which BOTI sets, runs and moderates under QCTO rules. The QCTO issues the certificate, not BOTI. Check the last date for enrolment on the course page before you plan a cohort.
Many employers build a whole workplace-learning team. For that, pair this programme with the Assessment Practitioner skills programme (SP-220320), so the same site has people who support learning and people who assess it.
The requirements are practical rather than academic, which suits a role built on real workplace experience. As a general guide:
| Requirement | Detail |
|---|---|
| School level | Grade 12 (matric) level communication and numeracy is the usual starting point. The course page lists the programme’s stated entry requirements. |
| Language & literacy | Reasonable English literacy, because the role involves record-keeping, portfolios, reports and liaison with providers and SETAs. |
| Workplace access | Access to a workplace where learners are, or will be, hosted, because the role is built around real workplace learning. |
| Experience (helpful) | Existing mentoring, supervisory or training experience is an advantage. Where someone has done the work for years, RPL may apply. |
There is no degree and no entrance exam. For an employer, this means you can develop existing supervisors and mentors into practitioners without taking them out of the business for long periods.
The Workplace-Based Practitioner skills programme develops the core competencies of the role:
Because it is an occupational programme, the emphasis is on doing the role, not just describing it. Module and credit details follow the current QCTO curriculum. We confirm them when we scope your programme.
If you want a full occupational certificate in the learning field rather than a skills programme, BOTI also offers the Occupational Certificate: Learning and Development Advisor (SAQA I.D. 118774; NQF Level 7)[1].
A skills programme is far shorter than a full qualification. The course page shows the contact days, and the FISA is part of the programme. The overall timeline depends on:
In-house groups can be paced around your operations. We confirm a realistic timeline for your group when we quote.
Developing practitioners should not take your strongest mentors off the floor for long. BOTI delivers in the format that fits the group:
Building in-house workplace-learning capacity? Call 011 882 8853 or use the BOTI booking page to request a quote. You can also ask BOTI to help you check whether your site and supervisors are ready to host learners before you enrol.
We do not publish a single price here, and we will not quote an invented number. The right figure depends on how many people you train (per-head cost usually drops for a group), on the format (in-house, at BOTI’s venue or online) and on how the programme fits your training plan. Tell us your numbers and preferred format, and we will prepare a quote for your group.
For employers, developing practitioners is a sound investment. A capable practitioner makes every other workplace programme on your site run more smoothly. As general guidance:
This is general guidance, not financial or legal advice. Confirm specifics with your SDF or your SETA. If you need someone in-house to manage the WSP and ATR, see BOTI’s Skills Development Facilitator (SDF) Training Course.

These pages help you plan the next step:
A workplace-based practitioner is the person in an organisation who plans, coordinates and supports structured learning on the job. They mentor learners, organise work-based training across teams, keep logbooks and evidence of competence, and liaise with the provider, assessors and the SETA or QCTO so the workplace component of a programme holds up to audit.
BOTI is a QCTO-accredited Skills Development Provider and offers the Work Based Learning and Development Practitioner skills programme, SP-220322. It is a skills programme, not a full qualification. It ends in a Final Integrated Supervised Assessment (FISA) run by BOTI under QCTO rules, and the QCTO issues the certificate.
No. A workplace-based practitioner manages and supports learning in the workplace, while an assessment practitioner (assessor) judges whether a learner is competent against set standards. BOTI offers both as separate QCTO skills programmes: SP-220322 for the workplace-based practitioner and SP-220320 for the assessment practitioner.
The requirements are practical rather than academic. As a general guide you need Grade 12 level communication and numeracy, reasonable English literacy for record-keeping and reports, and access to a workplace where learners are or will be hosted. No degree or entrance exam is needed, and Recognition of Prior Learning (RPL) may apply to experienced mentors. The course page lists the programme’s stated requirements.
Employers pay the Skills Development Levy at 1% of payroll. If the Workplace Skills Plan and Annual Training Report are submitted to the SETA by 30 April and levies are up to date, 20% of the levies paid comes back as a mandatory grant, and training like this can be planned and reported in those documents. Discretionary grants are decided by each SETA, so confirm with your Skills Development Facilitator.
